Manager of Government Accounting Compliance

We seek a highly motivated and technically qualified individual to join our NTIA NOFO 2 SRFA 1 Development Team. The Manager of Government Accounting Compliance will oversee the accounting and reporting of all government contracts and related costing activities, ensuring compliance with government accounting regulations, including Federal Acquisition Regulations (FAR) and Cost Accounting Standards (CAS). This position will primarily focus on national and federal grants and contracts related to those awards.  The position works closely with accounting, development, and program staff to ensure accurate, timely, efficient, and transparent processes are in place for a grant’s life cycle.

Reporting to the Chief Financial Officer, this position is a key contributor to SOLiD’s continued growth and success. Duties will include the following:

Responsibilities

  • Identifies, assesses, and recommends potential government funding opportunities that align with SOLiD’s mission and strategic goals.
  • Communicate with the leadership team, accounting, and program staff regarding new and revised regulations and changes in other government accounting principles and practices.
  • Advises leadership team, accounting, and program staff of potential effects of new or revised accounting policies and practices.
  • Actively collaborates with the leadership team, as well as program and accounting, to lead the development and submission of government grant proposals.
  • Provides leadership and oversight on grant compliance requirements and develops organizational practices and processes for documenting grant information and activities, including audits.
  • Researches and identifies and/or anticipates issues and proactively contributes to solutions while maintaining compliance with government regulations.  Problem-solving to enhance overall grant data collection, reporting, and impact assessment.
  • Collaborates with the controller’s office on behalf of the division on government accounting matters.
  • Works closely with accounting, program, and leadership teams to ensure accurate financial reporting and procedural compliance on grants and sub-awards.
  • Evaluates practices related to estimates, labor reporting, pricing, cost reporting, and allocations, ensuring compliance; addresses and remedies any non-compliant or inconsistent practices on grants and sub-awards.
  • Works with the accounting team to ensure that grants are managed properly and that federal dollars are spent in accordance with applicable laws and regulations.
  • Provides budget-related expenditures and related reports.
  • Obtains an understanding of internal controls over the compliance requirements and related audit objectives, selected cost items, allowable and unallowable costs, and standard methodologies.
  • Coordinates the preparation and submission of federal grants and applications, including completing certifications, compiling material, ensuring compliance with requirements, and communicating with federal grants officials.
  • Work with program staff and leadership team to develop and maintain grant agreements and MOUs pertaining to grant awards.
  • Provides individualized training and technical support to grantees in the areas of organizational capacity building, grants management, and compliance.
  • Negotiates various matters such as cost impact statements, forward pricing, and final overhead rates used on government contracts with the Defense Contract Audit Agency (DCAA) and/or other government representatives.
  • Provides expert advice regarding the allocation and allowance of specific cost items.
  • Partner with leadership and accounting teams to maintain Information management systems that ensure the accuracy and integrity of an organizational-wide grants database.
  • Oversee the submission of all award grants in government online portals or systems.
  • Manages accounts and login credentials for government online portals or systems and ensures they are regularly updated and documented.
  • Actively participates in team meetings and with legal on organization-wide initiatives, such as anti-trust, anti-racism, and bribery.
  • Provide reports to program staff and leadership team at least 30 days before deadlines as they arise.
  • Prepares quarterly status reports for grant writing activity for the Chief Financial Officer, President, and CEO
  • Provide leadership, support the data-gathering process, and submit reports in a timely manner.
  • Review and approve grant award packets in consultation with the leadership team.
  • Ensures the successful management of related contracts and contractors in consultation with the Chief Financial Officer, Project Director, President, and CEO.
  • Answers inquiries from finance, manufacturing, contracts, and engineering staff.
  • Prepares and submits financial disclosure statements and other reports and documentation.
  • Ensures compliance with governmental accounting regulations and generally accepted accounting principles (GAAP).
  • Provides expertise on grant compliance and interpretation of OMB Circulars and all applicable regulations, policies, and procedures in collaboration with the accounting team, interprets applicable regulations, and translates into operational policies as required.
  • Performs other duties as assigned within the scope of the position and program description.  Applies new learning, approaches, and practices to core position responsibilities and activities.

  • Expert understanding of financial/accounting matters, operational best practices, and the ability to answer related questions.
  • Technical skills, analytical ability, good judgment, strong operational focus, and high ethical standards.
  • Ability to work within tight deadlines.
  • Knowledge of and ability to use databases.
  • Ability to train colleagues.
  • Expert understanding of government accounting regulations such as FAR, CAS, and GAAP.
  • Ability to prepare, submit, and audit Annual Incurred Cost reports.
  • Excellent organizational skills, attention to detail, and self-direction while being a team player.
  • Ability to manage multiple priorities to ensure work is completed in a timely and productive manner.
  • Robust problem-solving skills and collaborative ability to work with others to facilitate the grant process.
  • Excellent project management skills.
  • Highly effective verbal and written communication in English for detail and strengths-based perspective
  • Highly organized and detail-oriented
  • Proficiency in Microsoft Office Suite, donor management software, systems, and related software.
  • Ability to communicate with colleagues at all levels of the organization.

Requirements:

  • Bachelor’s degree in accounting or finance required; master’s degree preferred.
  • At least ten years of finance and accounting experience with at least five years of specific federal government grants administration, contracts, budgets, and/or compliance experience required. NTIA background would be a plus.
  • Experience in ensuring transactions are recorded in compliance with GAAP, OMB Circulars, federal, state, and local regulations, and individual grant and contract requirements.
  • Experience interfacing with DCAA preferred.
